The metal bar is a quest item found during the in the Tower of Life quest. It is found in a crate inside the tower on the north-west side.

The player must use 5 metal bars and 4 bottles of binding fluid to repair the broken cage on the 3^rd floor floor of the tower. Additional metal bars can be obtained before the broken cage is fixed, and fixing the broken cage will only remove 5 metal bars.
