Binding fluid is an item found during the Tower of Life quest. It is found in a crate inside the tower on the south side.

A player must use 5 metal bars and 4 bottles of binding fluid to repair the broken cage on the 3^rd floor floor of the tower. Additional bottles of binding fluid can be obtained before the broken cage is fixed, and fixing the broken cage will only remove 4 bottles of binding fluid.
