A Construction Worker can be found in the centre of the Colossal Wyrm Remains. When you try to talk to him, he tells you to take it up with the anteater, Worm Tongue, as he is rather busy.

He wears the Varlamore graceful outfit recolour, which can be obtained as a reward from the nearby Colossal Wyrm Agility Course for 650 Termites, as well as a graceful outfit.
