Clue scroll (hard) is a cipher clue obtained from hard Treasure Trails. Solving this clue requires having completed the Swan Song quest. Merely starting the quest up to the point of getting to Piscatoris Colony (so as to skip the skill level requirements) will not work, because Arnold will not talk to the player about the clue even when it is in the player's inventory.
