A broken cannon can be found by using a cannon barrel (from the gun locker) on Bill Teach's cannon. Doing so repairs the cannon, after which you receive the broken cannon barrel in your inventory.

This item has no use and can be dropped.

You can receive additional broken cannons by misfiring Bill Teach's cannon — by forgetting to use a ramrod to clean the barrel after firing, for example (and then preparing and attempting to fire the cannon again).
