Troll diseased herbs are unused scenery that would have functioned as the diseased variant of the herb patches found in the Troll Stronghold and Weiss. Since herbs planted in either patch can never become diseased, the scenery can never be seen in game. A similar unused dead variant also exists in the game cache.
