The chest found in the Carnillean Mansion's secret room can be opened with the chest key during the Hazeel Cult quest if the player chose to side with Hazeel. It contains the Hazeel scroll needed for Hazeel's resurrection. It can still be reached after the quest is completed, but only should the player have kept the key.
Players that sided with the Carnillean family during the quest can not reach the chest.
