Bookcases can be found in the storerooms beneath the Twilight Temple. A full set of Emissary robes is required to access the area, as well as partial completion of The Final Dawn.
Like the barrels in the same area, they can all be searched, but only some of them can contain items. After obtaining an item from a bookcase, there appears to be a cooldown before another item can be received from that same bookcase.
