The Altar in the Wizards' Tower basement is searched during The Restless Ghost quest.
When players have progressed far enough in the quest, searching the altar will give a Ghost's skull and awaken a level 13 skeleton. Otherwise, searching it will give the message "That skull looks scary. I've got no reason to take it, I think I'll leave it alone."
The skull belongs to a Restless Ghost. Bringing him the skull is the last part of the quest.
