Noob, Newb, and Newbie are terms used amongst RuneScape players as well as much of the gaming community in general. "Noob" and its alternatives are used to refer to a new player or newcomer who is generally incompetent or has a low Combat or skill level.
Over the years noob has been seen as a common insult, as it was popular to use as players could not be reported for using it unless it was done to such a degree that it constituted spamming, which would have to be sufficient "to render the chat window useless".[1]
Usage
"Noob" is used by many people simply as an insult regardless of the context, as it is an insult, which is not a reportable offence. Even a player of a much lower level may still call another player "noob" for being an annoyance, or for doing something that an experienced player should "know better than to do".
While many players use "noob" to describe a new (usually low-level) player, this is not the only meaning. The word "noob" is also used to describe someone who begs for money, sabotages something (intentionally or unintentionally), such as destroying barricades in Castle Wars or placing them in inconvenient locations, killing brawlers in Pest Control that are blocking other pests, or setting up a Dwarf multicannon so it can tag enemies and steal kills from the inconvenienced player. The reasons behind actions like these are typically a lack of knowledge of the game, meaning that total level is not necessarily relevant. It may also be used to describe someone who simply acts stupidly, regardless of their experience.
Between the overuse of the word "noob" and the player base growing older over time, the word has lost most of its meaning and offensiveness.

Jagex has included the word noob carved into the floor in the God Wars Dungeon, beneath a frozen body.
Several non-player characters will use the word as a joke, such as Mad_melvin96 stating "Well, you're clearly a noob then."
The track that plays on Tutorial Island is named Newbie Melody, a reference to the new players starting their journey there.
