A lightning conductor can be found on the 2nd floor of Fenkenstrain's Castle. During the Creature of Fenkenstrain quest, players must repair the conductor by using a conductor on it. Immediately after the repair, lightning will strike, providing enough power to bring Fenkenstrain's monster back to life. After the lightning strike, the conductor will break again.
