The big chest is a bank chest that is found in the Giants' Foundry during the Sleeping Giants quest. It is functionally identical to a normal bank chest, and allows access to the player's bank and Grand Exchange collection box. Like any other banking facility, it is indicated with a bank icon (
During the quest, players can 'Inspect' the chest to learn about the chest from Kovac.
After repairing all of the tools and talking to Kovac, the big chest becomes a bank chest and loses its Inspect option.
